Dependent Care Flexible Spending Account (DCFSA) Deadline

If you enrolled in the Dependent Care Flexible Spending Account (DCFSA) for Plan Year 2016-2017, August 31, 2017 is the last day you can submit claims for reimbursement for dependent care services you received between July 1, 2016 and June 30, 2017.*

No exceptions to this deadline are permitted.

*Different rules apply for employees who terminate employment or whose benefits otherwise terminate.

Important Update About Women’s Health Screenings

The Maricopa County medical plans, administered by Cigna and UnitedHealthcare, now cover 3-D Mammograms for breast cancer screening. This technology allows screening of breast tissue from different angles to create a 3-D image.

Like the 2-D mammograms, 3-D mammograms are covered at zero cost share if they are part of your in-network preventive care. Check with your healthcare provider to determine which type of mammogram (2-D or 3-D) is best for you.

For your convenience, the Mobile On-Site Mammography (MOM) unit has been scheduled for on-site screenings at various County locations in September. Certain sites will have a unit that is equipped with the 3-D technology.

August 9 Paycheck


Benefit premium deductions are based on pay period end dates, not pay dates. This means that months with three pay period end dates will not have benefits-related premium deductions taken on the paycheck that corresponds with the third pay period end date.

In the month of July 2017 there were three pay period end dates:  July 2, 16, 30.  For this reason, your August 9, 2017 paycheck (which is for the pay period that ended July 30, 2017) will not have benefit premium deductions taken. This includes contributions to a health savings account, contributions to flexible spending accounts, and deductions to pay down any benefits premium arrears balance you may owe. 

Flexible Spending Account Update


Last Fall, WageWorks, Inc. acquired ADP’s Flexible Spending Account (FSA) business.

The County’s FSAs are not changing as a result of this acquisition. Your annual contribution limit, grace period, and runout period will not be affected.

To accommodate the transition, ADP and WageWorks will institute a temporary freeze in FSA claims payments from August 14 – 18, 2017. You may continue using your Health Care FSA or Limited Scope FSA debit card during this period, but claims payments will not be issued until August 21. When you receive reimbursement checks from your FSA, they will be issued by WageWorks, not ADP.

Please plan accordingly when submitting requests for reimbursement.

Transitioning from Optum Bank to HSA Bank

If you transitioned from UnitedHealthcare HDHP to Cigna HDHP and submitted a “Request to Close and Transfer Health Savings Account” form to the Employee Benefits Office, here is the timeline for the transfer of funds from Optum Bank to HSA Bank:

  • July 27: All investments must be liquidated at Optum bank by employees transferring funds to HSA Bank
  • August 7-14: Black-out period; no activity allowed on Optum Bank accounts for employees transferring funds to HSA Bank
  • August 14: Accounts at Optum Bank closed for employees transferring funds to HSA Bank
  • August 15: H.S.A. balances transferred from Optum Bank to HSA Bank

If you enrolled in one of the High Deductible Health Plans and you have a Health Savings Account:
  • These accounts will be funded with the County contribution before July 15, 2017.

Dependent Verification Audit


ADP will be conducting a Dependent Verification Audit to validate that dependents who were newly added to benefits coverage during the County’s recent Open Enrollment period are eligible to participate in the County’s benefit plans. The audit:
  • APPLIES to employees who added dependents to coverage (medical, vision, and/or dental) for Plan Year 2017-2018 and whose dependents did not have coverage or were not approved as eligible for coverage for Plan Year 2016-2017.
  • DOES NOT APPLY to employees who added dependents to coverage (medical, vision, and/or dental) for Plan Year 2017-2018 and whose dependents were covered for Plan Year 2016-2017.

Letters will be mailed to employees’ homes in late June.

To satisfy the audit, employees are being asked to complete these three steps:

  1. Gather the documentation requested in the audit letter.
  2. Fax, mail, or upload the documentation to ADP using the Cover Sheet provided in the letter.
  3. Submit the documentation by July 29, 2017.

The consequences of NOT responding to the audit by the deadline, July 29, 2017, are:

  • Dependents will be dropped from coverage retroactively to July 1, 2017.
  • Employees will be financially responsible for claims paid for dependents who are not approved as eligible for coverage. 
  • Employees will not have the opportunity to re-add dependents to coverage until next year, July 1, 2018.
