Any firm registered with the Arizona Registrar of Contractors may participate in Flood Control District construction projects. Firms who are listed on the Maricopa County Article 5 Contractors Register may receive notices of upcoming projects. Construction firms who have submitted information to be on the County Register may be solicited and selected by any County agency, including the District, for projects that do not require advertisement. These are referred to as Register Selections.
Public notices are placed in the Arizona Business Gazette , the official legal publication of Maricopa County. A courtesy e-mailing of the public notice advertisements is sent to contractors who are listed on the Article 5 Contractors Register and who are qualified to perform the specific area(s) of work covered in the specific project.
Generally, projects are designed and constructed using the latest revisions of the Maricopa Association of Governments (MAG) Uniform Standard Specifications and Uniform Standard Details. Copies of MAG specifications and details are available at the Maricopa Association of Governments Office, 302 North 1st Avenue, Suite 300, Phoenix, Arizona 85003, phone: (602) 254-6300.
Bid documents sets for publicly advertised projects may be obtained from the Flood Control District of Maricopa County, at 2801 West Durango Street, Phoenix, Arizona 85009, upon payment by check or cash. Refer to the applicable project public notice for specific details. Requests by mail must include additional funds for U.S. first-class postage and handling.
Bid sets are also available for review at the commercial construction plan services listed on the public notices page.
Submitting Bids
The dates, times and places for an applicable pre-bid meeting and the bid opening are specified in the public notice advertisement.
Each bid must be accompanied by a bid bond executed on the District-supplied bond form, and a cashier's or certified check or postal money order equal to 10 percent of the bid as a guarantee, made payable to the Flood Control District of Maricopa County, as a guarantee that if the work is awarded to the bidder, the bidder will, within 10 days from the date of proposal attendance, enter into proper contract and bond condition for the faithful performance of the work, otherwise the said amount may be forfeited to the Flood Control District Board of Directors.
Contracts are submitted to the Board of the Directors for award.
Appeals
The Maricopa County Procurement Code Article 9, titled "Legal and Contractual Remedies," contains instructions for bidders regarding protests and appeals of contract award decisions.
