Any professional consulting firm (i.e. engineering, architectural, landscape architecture, appraisal and other construction-related professional services) registered in the state of Arizona may participate in Flood Control District projects. Firms who are listed on the Maricopa County Article 5 Consultant Register may receive notices of upcoming projects. Consultant firms who have submitted information online to be on the County Register may be selected by any County agency, including the District, for projects that do not require advertisement. We refer to those as Register Selections.
Public notices are placed in the Arizona Business Gazette, the official legal publication of Maricopa County. A courtesy e-mailing of the public notice advertisements is sent to consultants who are listed on the Article 5 Consultant Register and who are qualified to perform the specific service(s) in the scope of work covered in the specific project.
Upon advertisement of a public notice for consultant services, the Request for Qualifications (RFQ) format instructions may be requested from the Flood Control District at (602) 506-8783 or (602) 506-1501, or by e-mail to Cathleen Harrington at cah@mail.maricopa.gov.
The Consultant Evaluation Committee will evaluate and rank all Statements of Qualifications (SOQ) received from the RFQ process, and select for further consideration a total number of firms that is at least two more than the number of anticipated contracts. The SOQ evaluation criteria will be specified in the RFQ. The short-listed firms may be requested to make a presentation/interview with the Consultant Evaluation Committee. The RFQ for each project will specify the procurement procedures and selection process to be conducted.
