This
is the fourth in a series of newsletters distributed by the Flood Control
District of Maricopa County (District) for the Bethany Home/Grand Canal
Flood Control Project (BH/GC FCP). These newsletters are prepared in an
effort to keep the public informed of the progress of the BH/GC FCP.
Through a series of studies, the District has identified areas of significant
flooding within the West Valley. Two of these areas include downtown Glendale
and the properties north of Grand Canal from Indian School Road to Bethany
Home Road. This flooding affects over 700 residential properties and businesses
in both the cities of Glendale and Phoenix, many of which pay annual flood
insurance. Several thousand other properties, between Grand Avenue and
the Grand Canal, will benefit from this project. This study is a result,
in part of concerns expressed by the cities as well as residents adjacent
to the Grand Canal. The District, in cooperation with the cities of Glendale
and Phoenix, selected Daniel, Mann, Johnson & Mendenhall (DMJM) to
conduct a Pre-Design Study to determine the most beneficial means of getting
these floodwaters to New River. This newsletter summarizes the results
of the last series of public meetings and describes the recommended alternative
contained in the Pre-Design Study that will be carried forward to the
next phase of the project. The next phase will be the final design of
the flood control project improvements.

 The
Bethany Home/Grand Canal Flood Control Project is approximately five miles
in length and goes through agricultural, residential, and equestrian properties
within the cities of Glendale and Phoenix, and Maricopa County. The Project
Team has divided the project into segments based on neighborhood characteristics
and major street crossings (see Segment Location Map). Varying channel cross-sections
were developed for evaluation in each segment. The evaluation has helped
determine the design that best fits that segment's flood control, neighborhood,
and community needs. Fifteen cross-sections were initially identified; nine
concepts were eliminated due to safety, water tic and compatibility concerns.
Opportunities to incorporate a pedestrian/ equistrian recreation trail into
the flood control improvements is being pursued. |

The
third and final series of public involvement meetings for the Pre-Design
Study were conducted to present the recommended alternative prior to final
design. The public meetings were held on two consecutive nights, July
18, 2000 at the Christ Presbyterian Church (located in Phoenix) and July
19, 2000 at the Glendale City Hall. Approximately 65 people participated
on the first night and 16 on the second. Presentation boards depicting
the recommended alternative were displayed around the room and numerous
Project Team members from the District, the Cities of Phoenix and Glendale,
Salt River Project (SRP) and DMJM, were available to answer questions
and receive public input. Overall, positive comments on the recommended
alternative were received.
The District representative in-charge of property acquisition and relocation
was available to talk to the property owners most directly affected by
the project (72 residences in Segment 6, one residence in Segment 4 and
two residences in Segment 2). The fair market/replacement value acquisition
process was explained to the participants. The District makes every effort

Segment
1 Loop 101 to 91st Avenue
The western half of Segment 1 will be constructed as a wide grass-lined
channel. Trees will be planted along the upper slopes of the channel
and a meandering path will be provided as part of an overall linear
park design. Equestrian access will continue along the north side of
.the Grand Canal. The equestrian and mufti-use paths will merge to cross
under a bridge at 91st Avenue

Segment
1. 91st Avenue to the 87th Avenue Alignment
The eastern half of Segment 1 is two tiered. The existing Arizona Department
of Transportation basin, located between 91st Avenue and the 87th Avenue
Alignment, will be refined and landscaped. This basin will provide local
neighborhood storm water detention. During times of large storm events
the BH/GC FCP channel will overflow into this basin.
