The El Rio Vision is a 17-mile watercourse master plan along the Gila River that stretches from the confluence of the Agua Fria River to State Route 85. Partners for the project include Buckeye, Avondale and Goodyear. Under the leadership of District 5 Supervisor Mary Rose Wilcox, the project began as a restoration effort to return the Gila River to its natural state while primarily accomplishing the goal of improved flood control. Currently, the river is choked with salt cedar trees and has become the dumping place for trash, abandoned automobiles and appliances. With the efforts of the District and the partnering cities, the river could not only become beautiful and safe again, but become a recreational corridor that brings high-end economic development to West Valley communities.


The El Rio Watercourse Master Plan was adopted by the Board of Directors in May 2006. The District is in the process of working with the municipalities to implement recommendations from the WCMP.
