  • What is the purpose of this online application?

    This web-based database application is supplemental to the purpose and content of the recently updated Drainage Design Manual for Maricopa County, Arizona - Erosion Control (also known as the "Erosion Control Manual") issued by the Flood Control District of Maricopa County (FCDMC). This application allows vendors to register specific stormwater-related products they consider to be best management practices (BMPs) applicable to construction sites with respect to stormwater discharge permit compliance. A vendor's contact information is collected as part of the registration process. The application also allows the public, those either using the information and links in the Erosion Control Manual or just researching BMPs via the Internet, to browse products that could assist them with their stormwater pollution prevention needs.

  • How is this application related to the Erosion Control Manual?

    The FCDMC's Erosion Control Manual is a public resource to provide guidance to those involved with construction events in complying with the regulatory requirements for the permitting of stormwater discharges from construction sites/activities. The Erosion Control Manual has best management practices (BMPs) applicable specifically to construction sites that are divided into three general categories: A.Erosion Control, B.Sediment and Pollutant Control, and C. General Housekeeping. For this application, BMPs are subdivided into the same categories used in the Erosion Control Manual to maintain consistency and allow for ease of selection by the user.

  • Who should use this application, and how?

    There are two categories of persons who should use this application: 1. Vendors of stormwater BMP-related products, who wish to make their products available to the public and, when doing so, commit to keeping these records up-to-date. 2. Property owners, contractors, engineers, and/or others persons with the responsibility of knowing about and selecting the appropriate BMPs for the SWPPP of any regulated construction event 3. Persons who are interested in researching and knowing about the various and, perhaps, latest stormwater BMP technology available in the market.

  • How and by whom is the Stormwater Regulatory Program implemented in Arizona?

    On December 2002, Arizona received authorization from EPA to operate the National Pollutant Discharge Elimination System (NPDES) Permit Program (Section 402 of the Clean Water Act) at the state level, or more specifically, under the Arizona Pollutant Discharge Elimination System (AZPDES) program. The Arizona Department of Environmental Quality (ADEQ) is the only state agency with the authority to administer the AZPDES permit program in Arizona. Under AZPDES, all regulated activities that discharge pollutants, including construction, are required to obtain or seek coverage under an individual or general permit.

  • How does the Construction General Permit work?

    A general permit is both a permit and a handbook for compliance. The permit itself: . defines eligibility for coverage; . tells precisely how to obtain coverage; . gives directions for preparation and implementation of the required Stormwater Pollution Prevention Plan (SWPPP), which calls for the use of effective BMPs for stormwater pollution prevention; . describes the periodic inspection and monitoring requirements; . instructs what records to keep and how; and . tells how to terminate permit coverage. The SWPPP is written by the permittee and should contain activities that are effective in improving and protecting stormwater quality. In order to adequately allow for variation within the regulated category of discharges the general permit necessarily has broadly written requirements. It is the permittee's responsibility to interpret and implement the general permit requirements by making any decisions needed to create a plan tailored appropriately to the specifics of the activities and of the site.

  • What if I think my best management practice (BMP) product doesn't fit the categories listed in this database application? Can a new BMP category be created?

    The FCDMC believes that the three general classifications of BMPs being used in the Erosion Control Manual are inclusive for most construction activities. Because of the large number of general "categories" that BMPs can fall under, and because of wanting to keep the structure of this database application in accordance to the Drainage Design Manual for Maricopa County, Arizona - Erosion Control , any vendor using the application to register a stormwater BMP product will be required to register the product under one of the three BMP categories that most closely match the purpose or use of the product. The application neither provides for the creation of new category, nor does it allow for products to be registered under a generic "other" category. However, the application provides the vendor with the functional capability to provide feedback to the FCDMC for the consideration of a new category. In time, as revisions to both the Erosion Control Manual and this database application take place, FCDMC will consider this feedback to make appropriate changes to each resource.
