The Maricopa County Human Services Department has launched a Client Portal to accept online applications for rental, mortgage, and utility assistance.

By visiting the Client Portal, residents will be able to check their eligibility for these programs, as well as complete an online application and submit required documents.
By submitting an application, residents will be considered for all available funding sources including the Emergency Rental Assistance program.
Maricopa County Human Services Department anticipates significant demand which will exceed available funding, and application processing and notifications may lag. We ask that applicants are patient during this time.

Emergency Rental Assistance
Maricopa County households experiencing financial hardship due to the COVID-19 Pandemic may be eligible for rental and utility assistance from the Human Services Department. Maricopa County households living outside the cities of Chandler, Gilbert, Glendale, Mesa, and Phoenix may be eligible for assistance.
Rental & Mortgage Assistance
Maricopa County households seeking assistance with their rental deposit or their monthly rent/mortgage payment may qualify for assistance from the Human Services Department. Maricopa County households living outside the cities of Glendale, Mesa, and Phoenix may be eligible for assistance.
Maricopa County households seeking assistance with current utility deposits or payments may qualify for assistance from the Human Services Department. Maricopa County households living outside the cities of Glendale, Mesa, and Phoenix may be eligible for assistance.
The Community Services Division is the designated Community Action Agency to serve Maricopa County under the Community Services Block Grant Authorization Act of 1998, exclusive of the cities of Glendale, Mesa, and Phoenix.
We are funded through a combination of local, state, and federal funds. The Community Services Block Grant serves as our core funding, which is leveraged for the administration of direct financial services as well as the attainment of additional funding.
