Abstract
Through a collaborative effort between the Maricopa County Human Services Department, the County’s Finance Department, and OBF, a check process has been improved to ensure that clients can pick up checks within 48 hours. The ultimate goal of this program is to streamline the check-writing process and significantly reduce waiting times for clients. In some cases, hours can make the difference between averting an eviction. With faster and more efficient check processing, the expected outcome is to boost client satisfaction while also improving financial management.
Need Addressed by the Program
After the rental moratorium was lifted, landlords wasted no time in initiating eviction proceedings against their tenants. They stopped accepting award letters as payment and instead insisted on receiving checks in hand to avoid locking tenants out of their homes.
Program Description
Maricopa County Human Services Department, the County’s Finance Department, and OBF collaborated to expedite the process of check issuance for clients to collect. From October 2022 to January 2023, CSD succeeded in expediting over 1,400 checks, which enabled clients to retain their homes.
Responding to Economic Downturn
This process was enhanced as the moratorium was lifted and we needed to quickly respond to the rising evictions.
Program Cost
Maricopa County's Human Services Department successfully implemented the program without incurring any additional costs. The project was accomplished using existing staff and resources, which showcases the department's ability to efficiently utilize available resources. By leveraging the expertise and talents of their existing team, the department was able to complete the program while minimizing expenses. This approach not only demonstrates fiscal responsibility but also underscores the department's commitment to achieving its goals while operating within budgetary constraints.

This process allowed over 1,400 residents to remain housed and avoid eviction.
